Some 98-99 vehicles will not start when a chip is installed, even when the connector is properly cleaned.
Many of these vehicles have the port disabled and require soldering of the jumpers.
The port can be tested by placing the leads of a multimeter across the two pads (side to side) pictured below. If there is an open circuit (no connection) between the two pads then they need to be soldered. They only need to be soldered side to side as shown in the picture by the green lines, NOT top to bottom.
The picture is showing the bottom of the EEC circuit board with the case removed. Once the six 5.5mm screws are removed the top of the case will easily come off, the bottom may need to be slightly tapped.
Before soldering lightly scrape the clear potting material off the silver pads. Carefully warm up and tin the pads with your soldering iron. Find a small strand of wire, cut it to length, and lay it across the pads. Be very careful not to solder on the green part of the circuit board, only on the silver pads.
