Upgrades for 3.8

I have a 2000 Mustang with the 3.8. Needless to say it's not a power house. I,ve been thinking about getting the cai and maybe the under pulleys and later getting a tune. I've been told the cai will do nothing for my performance or mpg. Please enlighten me on these upgrades in relation to my car.

I would do a custom x-cal2 or livewire tuner first, then a CAI, then a pulley. Those are the 3 best bang for the buck type mods.
